How the BCRs are spread
Reading the benchmarks
The 1.0 line
A BCR above 1.0 means the analysis found benefits greater than costs. Below the dashed line, estimated costs outweigh estimated benefits.
Solid and hollow dots
Solid dots use the P50 capital cost. Hollow dots use a P90 cost, because no P50 estimate was published for that project.
A log-scale cost axis
Costs run from tens of millions to tens of billions, so each gridline is ten times the last. Costs are as reported, in each document's own price basis.
One dot per project
Compiled by Polis Partners from public business case summaries, evaluations and cost-benefit analyses. Each project shows its most recent published analysis.
